Inviting legal professionals with Criminal Justice background to apply for a position of Criminal Justice Expert/Consultant to participate in two weeks Needs Assessment preparation phase for the implementation of Development of an Integrated Criminal Justice System project in Iraq.
Synergy will develop a central electronic system with a unified and shared database. This system will aim to manage the data of arrested and indicted persons from the time of the arrest warrant issue and actual arrest and detention at a detention center, and follow up of results of investigation and sentence. This will guarantee the rights of the accused in all stages of detention and investigation, and to deal properly with the suspect to prevent manipulation during the detention and investigation period.
Within the scope of the project the main center for criminal justice data at the head office of the Higher Justice Council will be established which will contain the shared information between the concerned bodies (Ministry of Interior, Higher Justice Council, Ministry of Justice, Ministry of Labours and other institutions).
Criminal Justice Expert will assist Synergy experts to analyze the requirements of all stakeholders, understand the current situation with information systems in Iraq Criminal Justice sector, and assist with the design of new database that will address identified needs.

- Conduct/participate in interviews with Iraqi Judicial/Police and other relevant governmental officials in order to have the clear understanding of the problems;
- Understand workflows and identify bottlenecks of Iraqi Criminal Justice current processes;
- Provide expert opinion on identified problems in order to foster process improvement;
-Provide expert opinion on design/optimization of prospective electronic system from the Legal/Criminal Justice perspective;
- Develop a comprehensive Needs Assessment report in collaboration with Synergy experts.

- Criminal Justice related graduate degree;
- Minimum of 3-5 years of proven experience working in Criminal Justice/Legal sector, familiarity with Iraqi Criminal Justice sector will be preferable
- Substantial knowledge of Criminal Justice practices and operations; previous experience in international setting is an advantage;
- Strong organizational and negotiation skills;
- Proficiency in basic computer applications, sound IT literacy is an advantage
- Fluency in English; knowledge of Arabic is preferable.
-Willingness to travel and reside in Iraq for two weeks.
